垄断属性对油气企业技术创新的影响分析

Impact Analysis of Monopoly Attributes on Technology Innovations of Oil & Gas Enterprises

针对油气企业的垄断属性对企业技术创新的影响,阐述了我国油气产业形成的自然垄断、经济垄断和行政垄断的垄断属性,分析了3种不同垄断属性对油气企业技术创新的影响作用,认为自然垄断对油气企业技术创新产生正面影响,行政垄断对油气企业技术创新产生负面影响,经济垄断与联盟性质有关,对油气企业技术创新影响具有多重性。并提出了相关的改革建议,包括:油气企业应打破行政垄断,开放市场;企业技术创新活动应充分利用"互联网+"的技术支撑环境,增加经营活动透明度;政府应加大对新能源以及页岩油、页岩气等非常规油气资源开发的技术创新支持力度,大力促进我国非常规油气资源开发技术的突破性发展。

based on the impact of monopoly attributes on technical innovation of oil & gas enterprises, the paper describes the three monopoly attributes(natural monopoly, economic monopoly and administrative monopoly)formed in Chinese oil and gas industry, and analyzes their impact and effect on technical innovation of oil & gas enterprises respectively. It is thought that natural monopoly has positive effects on technical innovation of oil & gas enterprises, administrative monopoly has negative effects on technical innovation of oil & gas enterprises, and the effects of economic monopoly on technical innovation of oil & gas enterprises are multiple as it is related to the nature of alliance. Besides, the paper puts forward some reform suggestions. For example, the oil & gas enterprises should break the administrative monopoly and open market; the en-terprise technical innovation should fully utilize the Internet+-supported environment to improve business transparency; the government should increase the support to technical innovation for the development of new energy and some unconventional oil & gas resources such as shale oil and shale ga
