积极发展混合所有制经济,是我国基本经济制度的重要实现形式。在阐述了混合所有制经济的概念及发展历程的基础上,从制订合资协议和公司章程、建立法人治理组织结构、建设公司文化、建立健全规章制度、强化财务管理几个方面介绍了南充嘉能天然气有限责任公司10年来的混合所有制经济实践的情况及成效,由此得出城市燃气公司发展混合所有制经济的一些启示:实行混合所有制经济是全面深化国有企业改革的主要方向,公有经济占主导地位是城市燃气公司发展混合所有制经济的主要形式;有效融合股东间的企业文化是混合所有制公司健康和谐稳定发展的价值基础。

proactive development of mixed ownership economy is an important form to realize the basic economic system in China.After describing the concept and development history of mixed ownership economy, the paper introduces the implementation condition and effects of mixed ownership economy of Nanchong Jianeng Gas Co., Ltd. in 10 years from the aspects of formulation of joint venture agreement and articles of association, establishment of corporate governance organization and structure, establishment of company culture, establishment of complete regulations and systems and strengthening of financial management and draws out following enlightenments for the mixed ownership economy development in urban gas companies. The implementation of mixed ownership economy is the main direction of overall deepening of the reform of state- owned enterprises, the leading position of public economy is the main form of city gas company to develop mixed ownership economy and the effective integration of enterprise cultures between shareholders is the value basis for the healthy and stable development of company applying mixed ownership.
