加快推进国家治理体系和治理能力现代化必然要求依法规范中央与地方关系、推动地方政府治理现代化。在总结新中国成立以来处理中央与地方政府关系经验教训的基础上,要善于运用法治思维和法治方式调整中央与地方关系,进而推进地方政府治理现代化。一方面,需要通过转变职能、改革财税体制、理顺条块关系、加快制定中央与地方关系法等举措加强顶层设计、优化地方政府治理现代化的制度构架;另一方面,需要通过机构改革、地方政府间协调机制创新、公众参与机制革新等措施激发地方政府治理现代化的内生活力。

To accelerate the modernization of national governance system and governance capacity, it is imperative to regu- late central -local government relations according to law and to modernize local government management. Building on the experiences and lessons learned in the course of managing relations between central and local governments since the establishment of the New China, it is necessary to adjust the relationship between the central government and the local government in the spirit of rule of law, so as to promote the modernization of local government management. To this end, we need to strengthen top - level design, optimize the institutional framework to modernize local government management on one hand, through transforming government functions, reforming the fiscal and taxation systems, straightening out structural relationship between and among central government departments and local governments, stepping up the formulation of a law on central - local govern- ment relations ; on the other hand, we should boost local government＇ s internal motivation of modernizing man- agement through institutional restructuring, innovation on coordinating mechanisms between local governments and creating new means of public participation mechanism.
