摘要
国外对政府购买公共服务绩效研究已经从"如何外包"转移到"外包绩效评价",且多数采用定量研究方法,但并非所有研究都得出政府购买服务改善绩效的结论。政府购买公共服务绩效影响因素中,国外学者重点关注市场竞争、公共服务性质、政府的合同监督管理能力。其中关于市场竞争和公共服务性质,越来越多的研究发现其对绩效的影响并无普适性的规律可言,但无论政府公共服务外包还是"逆向合同承包",政府能力建设都是非常关键的因素,而这也是国内学者认为的推进我国政府购买公共服务的改革重点之一。
Foreign researches on government purchase of public service performance has shifted from " how to outsource" to " outsourcing performance evaluation",and most of researches used the quantitative methods.But not all of the researches draw the conclusion that outsourcing public service will improve performance.Of all the influencing factors,much attention was paid to the market competition,the nature of public service,government contract supervision and government capacity.As for the nature of market competition and public service,more and more researchers have found that their effect of the performance is not universal.However,government capacity is a key factor whether for public service outsourcing or contracting back in.And it is also one of the key reforms that domestic scholars insist on in the reform of public service outsourcing.
