政府购买公共服务质量保障问题研究

Research on the quality guarantee mechanism of government purchasing public service

政府购买公共服务作为公共服务供给的主要方式日益受到关注。政府购买公共服务过程中,如何保障公共服务质量是当前实践过程中的难点,然而,学术界对政府购买公共服务质量问题的探讨仍显不足。本文系统梳理国内外政府购买公共服务进程中有关服务质量的相关政策与文献,提出政府购买公共服务质量保障这一话题。通过概括政府购买公共服务的内涵,以购买服务进程中的决策环节、主体选择环节、过程与结果环节为主线,从政府需要购买什么服务、向谁购买服务以及如何进行购买切入,分析不同环节影响政府购买公共服务质量的主要因素,并有针对性地提出关于政府购买公共服务质量保障的若干思考。

Government purchasing public services as the mainly way of public service supply is becoming more and more attention.How to guarantee quality of public service is difficult point in the process of government purchase of public services,however,the academia does not see more focus on the government purchasing public services quality issues from the theoretical level.This paper summarizes on the quality of service-related policies and documentations in the process of government purchase of public services at home and abroad,proposed the government purchasing public services quality guarantee this topic.Through the General connotation of Government purchasing public service,to purchase services in the process of decision- making,subject links,process and results links as the main line,what needs to be purchased and who should pay for services,and how to make purchases as a starting point,and analyzed guarantee government purchase of main influencing factors from different steps,And points out some thoughts on government purchasing public services quality assurance mechanism.
