由于工程技术领域与社会领域的巨大差异,源自工程技术领域的顶层设计延展至社会领域应用时会出现适用性问题,这需要采用适用于社会运行规律的应用形式和原则。社会领域的顶层设计在设计路线上更多地要采用自顸而下的设计路线,在顶层驱动机制上需要建立更加全面复杂的传递与管理机制,在认识过程上更加依赖自顶而下、再自底向上的认识循环。

Due to the huge differences between engineering and technical fields and social areas,applicable problems rise when the application of top-down design extends from engineering and technical fields to social areas.The application forms and principles,which are applicable to the law of social operation,are required.The topdown design in the social area needs to use top-down route more in respect of designing route,to establish a more comprehensive and complex transmission and management mechanism in terms of top-driving mechanism,and to depend more on top-down and bottom-up awareness cycle in the process of cognition.
