个体私营经济发展背景下的乡村治理风险与预防--基于浙江省10个村庄的考察

Risk and Prevention of Rural Governance in the Development of Individual Private Economy:Based on the Investigation of Ten Villages in Zhejiang

在个体私营经济发展进程中乡村治理产生并正在发生一系列新变化,面临着能人老化、异化及能力失衡,有发展无公共,人才乏力、经营过度与治理短缺等治理风险。在完善乡村治理体系和提升乡村治理能力的进程中,需要发挥个体私营经济的优势,将之作为乡村治理变革之机遇,以提升基层组织服务功能与实现能力为重要突破口,探寻多元主体的合作共治方式,推动个体理性与乡土精神的创造性融合,探索能人主导与村民有效参与的平衡机制,正确处理经营理性、发展理性与公共理性的关系。

In the development of individual private economy,village governance occurs and is undergoing a series of new changes,facing with aging,alienation and imbalance of the able person,and resulting in development with no public,lack of professionals,fatigue excessive management,governance shortage or other governance risks.In the process of perfecting rural governance system and enhancing the capacity of rural governance,we should put the advantage of the individual private economy into governance reform opportunity and improve the capability of grassroots organizational services and implementation capability as an important breakthrough,to explore the ways of cooperation governance of multiple entity,promote the creative integration of individual rationality and local spirit,explore the balance mechanism to balance the leading of able persons and effective participation of villagers,and correctly deal with the relationship between management,development and public rationality,so that rural governance can go out the misunderstanding of ＂ individual supreme,public deficiency;excessive management,governance shortage.＂
