社会服务组织常态发展的“八字宪法”

党的十六届六中全会以来,我国建立了大量的社会服务组织,其中典型的是社会工作服务机构。这些社会服务组织在我国和谐社会建设和社会治理创新中发挥了重要作用。然而,由于自身和社会的原因,在当前的发展过程中,它们仍然面临着生存的压力和发展的困境,具体体现为自身能力较弱、依附地位明显、制度环境欠佳、竞争激烈、存在财务风险、社会认同度不高。要使社会组织得以生存发展,可以参照我国农业发展的"八字宪法",构建社会服务组织发展的"八字宪法",形成有利于社会服务组织生存发展的制度基础和文化环境,加大政府扶持力度,根据民众需求开发社会服务项目,注重培养社会服务人才,适当调节社会服务组织的总体数量和发展速度,通过社会组织立法为社会服务组织常态化发展保驾护航,加强管理,充分利用各种先进的工具和有效的手段来开展社会服务。

Since the Sixth Plenum of the 16 th CPC Central Committee, many social service organizations have come into existence, and the typical of them is social work service organization, which plays an important role in harmonious society construction and social governance innovation. However, because of itself and society, it is still confronted with living pressure and developing plight, such as its low capacity, apparent dependence, bad institutional environment, fierce competition, finance risk,and low social recognition. In order to develop social service organizations, we can refer to the Eight-Point Charter for Agriculture and construct the Eight- Point Charter for social service organizations, so as to develop a system foundation and cultural environment for service development, and strengthen government supports, and develop service programs, and cultivate service people, and make the best use of advanced and effective measures to carry out social service.
