摘要
外语教育是个系统工程,需要仔细的顶层设计,需要对市场"无形之手"进行有效的规范。目前中国外语教学由于缺乏有效的顶层设计,参与各方也没有完全能够"各司其职",整体上处于一种"迷茫"或"随波逐流"的状态。由于外语教育涉及重大国家利益,国家层面的顶层设计尤为重要。各级各类学校在实施外语教育过程中也需要顶层设计。顶层设计有赖于基础理论和应用对策研究。学术共同体在理论研究方面应该起到积极引导和集中攻关的作用。政府管理部门还应积极培育社会非营利的公益机构,实施诸如外语考试、教师培训、教学评估之类的实际工作。
FLT is a complex system project which requires meticulous top-level design and regulation of the "invisible hand". As we now lack effective top-level designs for FLT and the involved parties are not playing their due part in the processes, FLT in China is in a state of near confusion. As FLT concerns national strategic interests, top-level design at the national level is of paramount importance. Schools at different levels should also have their own top-level designs. Undoubtedly, such designs depend on basic research and practical policy development. The academia has to play a leading role in theoretical research and policy consultations. The government should help to cultivate specialized NGOs or non-profit organizations to implement tests and examinations, teacher training and FLT evaluations.
