自贸试验区入出境船舶卫生检疫监管模式探讨

Research on the mode of entry-exit ship quarantine in pilot free trade area

目的创新自贸试验区入出境船舶卫生检疫监管模式,建立一整套符合自贸试验区建设要求的船舶检疫监管模式。方法研读《国际卫生条例(2005)》、《船舶卫生指南(第三版)》、《国际船舶医疗指南(第三版)》、《船舶卫生操作手册》及相关文件资料,借鉴国内外先进经验,结合卫生检疫工作实际和已有的应用实践,研究子自贸区入出境船舶卫生检疫监管模式创新。结果给予自贸试验区入出境船舶"无疫通行",鼓励创建"国际卫生船舶",形成"国际卫生船队"。结论 "国际卫生船队"创建工作服务于自贸试验区建设,并推广应用于全国口岸以及全世界范围。

Objective This article aims to innovate the health quarantine of entry-exit ship regulations in pilot free trade area,and to establish a set of meet the requirements of the pilot free trade area construction quarantine supervision mode. Methods The mode of entry-exit ship quarantine in pilot free trade area are studied by reading up documents such as ＂International Health Regulations＂＂Ship sanitation guidelines＂＂International Medical Guide for Ships＂＂Vessel Sanitation Program Operations Manual,VSP＂,taking the advanced experience of the domestic and overseas sanitary inspection and combining with the current practice of sanitary inspection.Results Free pratique is awarded to the qualified ships at the pilot free trade area,to encourage the found of international sanitary fleet. Conclusion International sanitary fleet building measures are suitable for pilot free trade area,and can be popularized and applied at all ports around the world.
