自贸试验区国际邮轮食品供应检验检疫模式研究

Research on the inspection and quarantine mode of the cruise ship food supply in the pilot FTA area

随着中国邮轮产业的快速发展,在国内运营的国际邮轮数量不断增加,邮轮产业链的发展越来越受到各方重视,其中国际邮轮食品供应是邮轮产业链中的重要一环。目前,国内邮轮食品供应市场发展缓慢,很大程度上源于监管制度的束缚,自贸试验区的设立为破解制度,更好的促进邮轮食品供应市场的发展提供了契机。本文从检验检疫制度创新角度出发,对自贸试验区内邮轮食品供应的检验检疫监管模式进行探索、研讨、制度固化,实现了以问题为导向的政策突破,可有效助推邮轮食品供应链的发展。

With the rapid development of the cruise industry in China,the number of the cruise ship is increasing.The parties are paying more and more attention to the development of the cruise industry chain,in which the cruise food supply is an important part. At present,the development of cruise food supply market is slow in China,which is limited largely by the regulatory system. The establishment of the pilot FTA area offers an opportunity to crack the shackle of the system and promote the cruise food supply market. This paper,from the aspects of the inspection and quarantine system innovation,explores and discusses the inspection and quarantine mode of the cruise food supply in the pilot FTA area,which will achieve policy breakthrough and push the development of the cruise food supply chain.
