城乡一体化不是消灭农村,不是把农民连根拔起,而是要正视中国未来百年内都要面临城乡二元结构长期存在的基本事实,讨论如何由抽取型、隔离性的二元结构,变为良性的互助型、开放性的二元结构,将二元对立,变为和谐共存。中国小规模农业和大量人口生活在农村,是近百年内都不会改变的基本事实。统筹城乡,是长时期的战略性任务。城乡一体化进程中,城镇化和逆城镇化潮流已同时出现,需要以就地村镇化,来推动多元城市生态的形成。全面协调推动城乡建设,才能真正统筹好城乡关系,破解城乡二元结构难题。

The integration of the urban and rural areas is not to destroy the countryside or make the farmers completely disappear, but to face up to the basic reality that the dual structure of the urban and rural areas will exist in China in the next 100 years, and discuss how to get the extractive and isolating dual structure to become mutually helpful and open and turn the binary opposition into harmonious coexistence. A basic fact of China which will not change for the next 100 years is that the small-scale agriculture and a large number of people are living in the rural areas. Integrating the urban and rural areas is a long-term strategic task. In the process of urban-rural integration, urbanization and de-urbanization have emerged at the same time, so there is the need to urbanize the farmers in their localities in order to create diverse city patterns. Only when we promote urban and rural development in a comprehensive and coordinated manner, we can truly coordinate the urban-rural relationship and solve the dual structure problems of urban and rural areas.
