面向东盟的云南区域物流系统空间结构优化

Optimization of Space Structure of Logistic System Facing Association of Southeast Asian Nations- Yunnan Province

中国-东盟自由贸易区的发展为云南物流产业提供了广阔的发展空间,"一带一路"和长江经济带等重大战略的实施,为云南物流产业实现跨越式发展提供了新的契机,使得云南与东盟的贸易往来在区域外经贸中占绝大部分比重。虽然当前云南面向东盟的区域物流系统的基础设施比较完善,但是面对双边日益增长的贸易额还是存在巨大的压力,并且云南省尚无专门针对东盟区域的物流规划。文中采用因子分析法,对面向东盟的云南省主要城市物流业竞争力水平进行分析评价,确定了昆明为一级节点城市,丽江、德宏、西双版纳、保山以及迪庆为二级节点城市,普洱、怒江、红河、临沧、文山、昭通、大理、楚雄、曲靖以及玉溪为三级物流节点城市,并且在此基础之上,确定了云南面向东盟的外向型口岸型轴线、铁路公路连接南北轴线、中转辐射内陆轴线以及铁路中转轴线四条物流发展轴线,最后划定以昆明为核心的滇中物流区、以丽江为次级核心的滇西北物流区、以德宏为次级核心的滇西物流区、以西双版纳为次级核心的滇西南物流区。

The development of China- ASEAN Free Trade Area has provided a broad space for development of Yunnan logistics industry,the implementation of major strategic- ＂along the way＂and the Yangtze River economic belt,provides a new opportunity for Yunnan logistics industry to achieve leapfrog development,and make trade of Yunnan- ASEAN account for most of the proportion of foreign trade in the region. Although the current infrastructure for the Yunnan- ASEAN regional logistics system is more perfect,but it still exists enormous pressure faced of the growing bilateral trade,and Yunnan has no specific logistics planning for the ASEAN region. By the method of factor analysis,this paper first evaluates the logistics industry competitiveness of Yunnan province’s major cities facing ASEAN. Then it determines Kunming as the first tier node city,Lijiang,Dehong,Xishuangbanna,Baoshan and Diqing as the second tier node cities,and Pu’er Nu,Honghe,Lincang,Wenshan,Zhaotong,Dali,Chuxiong,Qujing and Yuxi as the third tier node cities. On this basis,it further identifies four logistics development axes： the axis oriented port type facing Yunnan- ASEAN,east- west axis of railway and roads,the axis of inland transit,Railway axis.Finally the paper designates Kunming as the core of Yunnan logistics area,Lijiang as the secondary core logistics area of northwest Yunnan,Dehong as the secondary core logistics area of western Yunnan,Xishuangbanna as the secondary core logistics area of southwest Yunnan.
