针对网络空间联合反恐作战指挥活动情况复杂,指挥体系效能难以评估的特点,采用模糊层次分析法,建立了多层指挥体系效能评价指标,对单项指标进行专家评判,通过逐级运算得出目标层对评语的隶属度,引入打分制,对评价集按最大隶属度原则给出了优劣等级评定,将影响指挥体系效能发挥的各项因素都融合于综合性的评分之中,为全面评估网络空间联合反恐作战指挥体系效能提供了科学参考。

Joint anti-terror operations command for cyberspace activities is complex and is difficult to assess the effectiveness of the characteristics of the command system.
