党十八大提出全面建成小康社会,实现全体人民共同迈入小康社会的宏伟目标,党的十八届五中全会提出加大对革命老区、民族地区、边疆地区、贫困地区的转移支付。如何确保革命老区特别是老区农村地区全面脱贫,实现共同迈入小康社会的宏伟目标,一定要以党的十八届五中全会为契机,构建新的发展理念,本文将结合党的十八届五中全会提出的十字发展理念,主要探讨延安农村地区共享理念的构建。

The 18 th CPC National Congress the put forward a comprehensive well- off society,realize all the people together into the grand goal of a well- off society. The Fifth Plenary Session of the 18 th CPC National Congress proposed to increase the old revolutionary base areas,ethnic minority areas,border areas and poverty- stricken areas of the transfer payment. How to ensure that the old revolutionary base areas,especially in rural areas,the old comprehensive out of poverty,to achieve the goal of jointly entering a well- off society. We take this as an opportunity to build a new concept of development. This paper will combine the concept of development,mainly discusses the construction of rural areas the concept of sharing in Yanan area.
