摘要
目前,国内针对公共服务问题的研究大都从公共管理或者政府建设等方面开展,从法律视角出发并且针对民族地区所进行的研究仍是空白。笔者认为,法律是公共服务体系平稳运行的保障,而民族地区的公共服务法律体系建设现状堪忧。本文以青海省黄南州为例,从公共教育、公共卫生、政府责任方面分析民族地区公共服务法律体系存在的问题,并针对民族地区的公共服务法律体系发展提出相应的建议。
Along with our country gradually perfect the public service system construction. At present,the domestic study of public service problems are mostly from the public management or government construction,from the legal angle and the study of ethnic minority areas is still blank. The author thinks that,the law is the guarantee of public service system running smoothly,and ethnic minority areas of the present situation in the construction of legal system of public service. Based on the point of Qinghai province as an example,analyzes the problems existing in the legal system of public service in national regions from the aspects of public education,public health,government responsibility,and puts forward the corresponding suggestion for the legal system of public service for national regions development.
