台湾地区环境治理的经验与借鉴

The Experience and Reference of Taiwan Environmental Governance

台湾地区的环境治理问题也是大陆地区已经面临或将来可能面临的问题,对台湾地区环境治理经验的总结可以为大陆地区的环境治理提供借鉴。本文分析了台湾地区环境治理的组织体制与运行机制,总结了公众参与、信息公开、教育法制化、环保团体第三方监管发展成熟、顾问公司参与政策研拟、独立的行政监督和环保警察协同管理等台湾地区环境治理的成功经验,探讨了台湾地区环境治理存在的问题,并结合大陆地区环境治理的现状,提出了有针对性的建议。

The problem of environmental governance in Taiwan is, in fact, also the problem that mainland has met or will be faced with. The experience of Taiwan environmental governance may be used for reference for the mainland. This paper makes a detailed analysis of the organization system and operation mechanism of environmental governance in Taiwan and sum- marizes the successful experience in environmental governance in Taiwan, including the public participation, public informa- tion, legal education, third-party supervision of environmental groups, participation of consultants company in policy making as well as the independent administrative supervision and environmentally collaborative management with police. At the same time, the paper also focuses on the discussion of the problems existing in Taiwan environmental governance and finally puts for- ward some suggestions in view of the mainland＇s status in this field.
