养殖保险政策与病死畜禽无害化处理挂钩的实证研究——基于北京市的问卷数据

The Impact of Linking Breeding Insurance to Farmers' Mode Selection for Dead Livestock and Poultry Disposal——Based on the Questionnaire Data of Beijing

为探讨养殖保险政策挂钩的实施效果,本文采用2015年北京养殖场户调查数据和有序logit模型,分析了购买养殖保险对养殖场户病死畜禽处理方式选择的影响。结果表明:无论是否购买养殖保险,绝大多数养殖场户均能无害化处理病死畜禽;未购买养殖保险的养殖场户多选择掩埋、焚烧等简易无害化处理;购买养殖保险显著正向影响养殖场户选择生物发酵等资源化处理,还可使其选择简易无害化处理和丢弃、出售等不规范处理的概率减少。建议尽快实现养殖保险政策全覆盖并强化养殖保险政策挂钩、实行病死畜禽无害化处理等级与补贴水平挂钩并尽快实现全覆盖、推进适度规模养殖并鼓励以养殖场户为单元无害化处理病死畜禽。

To explore the effect of linking breeding insurance to hazard-free disposal of dead livestock and poultry, the paper empirically analyzed the impact of buying breeding insurance on farmers＇ selecting mode for dead live- stock and poultry disposal by using the ordered logit model, based on a questionnaire dataset of farmers in Beijing in 2015. The results showed that： no matter whether farmers had bought breeding insurance or not, most farmers made hazard-free treatment of dead livestock and poultry; farmers who didn＇ t buy breeding insurance mostly selected the simple treatment modes such as deep burying and incineration;buying the breeding insurance had a significantly positive influence on farmers＇ selecting the recycling treatment mode of biological fermentation, and reducing the probability of farmers selecting simple hazard-free disposal modes, discarding or even selling the dead livestock and poultry. Therefore, the paper suggested to realize complete coverage of breeding insurance as soon as possible, strengthen the insurance＇ s link to hazard-free disposal methods and the link between the disposal ratings to relevant subsidy policies, with a view to promoting an appropriate scale of breeding industry and encouraging the application of hazard-free disposal methods by individual farms.
