摘要
系统梳理以地方政府融资平台和土地财政为核心的投融资模式的成因、演化、影响及评价,指出由于其自身的缺陷导致诸多风险,不可持续,亟需创新。进而结合发展趋势,有针对性的提出以PPP(Public Private Partnership)模式吸引社会资本进入基础设施投资建设领域是未来的投融资创新方向。
This paper summarizes the cause,evolution,impact and assessment of investment and financing model base on LGFV and land finance,and points out the model that has a lot of risks result in unsustainable and therefore needs to innovate. Then,combined with the development trend,draws the conclusion that social capital which attracted to invest and construct infrastructure through PPP（Public Private Partnership）model is the future innovation direction.
