政党统合与现代国家治理——基于政党与社会关系的考察

On Integration by the Party and Modern State Governance:Based on the Party-Society Relationship

政党与社会关系是贯穿于现代国家的一组基本政治关系,在中国现代国家的构建逻辑和治理实践中,国家与社会关系转化为国家—政党—社会关系,国家与社会关系的变换通过政党与社会关系的调整得以实现。自近代以来,政党与社会关系呈现出从政党动员到政党控制,再到政党统合的历史性转变,国家治理模式和实践也随之发生变化。政党统合是在社会成长的基本态势下政党与社会间型构的一种新型关系形态,具体体现为坚持党领导地位的前提下,在利益层面、价值层面和组织层面对社会进行必要整合,并在一定程度上实现党与社会的合作共治。

The party- society relationship is a pair of basic political ones permeated through modern state governance. In the course of China＇s modern state construction and governance,the state- society relationship has shifted to a state- party- society one,which was realized through the adjustment of the party- society relationship.Since the modern times,China＇s party- society relationship has undergone changes from mobilization by the party to control by the party,then to integration by the party,along with which the paradigm and practice of state governance has changed as well. Integration by the Party is a new form of party- society configuration in the progress of the society,which features necessary integration of the society at the levels of interests,values and structure,under the prerequisite of adherence to the leadership of the party,to realize,to some extent,the party- society cooperation of and co- governance.
