Putting People First: To Reshape the Logical Starting Point of Electoral Democracy at the Primary Level

选举民主是基层民主的重要形式与基础程序,但实践中的选举民主却问题重重,致使基层民主迟滞不前。其原因主要是基层选举民主陷入三大发展误区:对西方代议民主的制度移植、将基层民主等同为基层选举、基层民主被作为政府管理的工具。理论上选举与民主的模糊关系,使基层民主被置换为基层选举民主。发展基层民主,必须重塑基层选举民主的逻辑起点,将群众利益的满足与增进作为发展基层选举民主的出发点与归宿点,通过赋权于群众的制度建设来健全基层选举民主。

Electoral democracy is an important form and a basic procedure of democracy at the primary level.But it tends to encounter various problems in practice,which has rendered the progress of democracy sluggish at the primary level,which lies in three errors： institutional transplantation of representative democracy of western countries,equation of democracy at the primary level with election at the primary level,and regarding the electoral democracy as a tool for government administration. The confusions in theory have resulted in the replacement of democracy with electoral democracy. To promote democracy at the primary level,it is essential to reshape the logical starting point for the electoral democracy,set the fulfillment of people＇s interests and democracy as the starting point and the goal,and improve the electoral democracy at the primary level through institutional construction by empowerment in the people.
