浙江省重点实验室(工程技术研究中心)绩效评价指标体系优化研究

Study on the Optimization of Performance Evaluation Index System of Zhejiang Provincial Key Laboratory(Engineering Technology Research Center)

浙江省重点实验室(工程技术研究中心)是科技创新体系的重要组成部分、实施创新驱动发展战略的重要载体。绩效评价对于衡量省级重点实验室(工程技术研究中心)的建设水平、建设成效,引入有序竞争、促进良性发展至关重要,但现行指标体系还有待进一步完善。本文通过建立将预期效果与项目的投入、活动和过程联系起来的逻辑模型,围绕评价目的和政策导向关键问题,制定出了重点实验室(工程技术研究中心)绩效评价指标框架体系。突出简化绩效评价指标体系、提高评价实用性和可操作性,强调评价的效率和质量,导向不同重点实验室强化特色、合理定位、各展所长,在不同层次不同领域办出特色、争创一流。

Zhejiang Key Laboratory（Engineering Technology Research Center） is an important part of the system of scientific and technological innovation,and an important carrier of the implementation of innovation driven development strategy. Performance evaluation is important for measuring the engineering technology, the construction level, construction effect and the introduction of orderly competition in the Provincial Key Laboratory of research center. However,the current indicator system remains to be further improved. In this study,centering on the purpose of evaluation and the policy orientation, we constructs the performance evaluation index framework system by establishing a logic model that associates the expected effect with project investment, activity and process. The system simplifies the evaluation,enhances the practicability and feasibility of the evaluation,with focus on the efficiency and quality of the evaluation,in order to guide different key laboratories to strengthen characteristics,position reasonably and develop their potentials at different levels in different areas.
