耕地质量等别年度更新评价研究——以乌鲁木齐新市区为例

Research on Annually Renewal Evaluation of Cultivated Land Quality Grade——A Case Study in New Downtown of Urumqi City

耕地是农业生产最根本的资源,更是实现城乡经济增长的重要引擎。耕地数量和质量的变化直接影响着农业生产和国家的粮食安全。本文基于乌鲁木齐市新市区农用地分等成果更新,运用Arc GIS软件对该区现有耕地资源质量进行分析,主要对耕地质量的国家自然等、国家利用等和国家经济等的变化进行对比分析及空间分布,形成2013年度新市区耕地质量更新评价成果。通过分析表明,新市区存在耕地质量下滑、占补不平衡、土地利用不合理等问题。针对这些问题,本文提出要加强耕地保护,提高耕地总体质量,合理规划使用农业用地。

Cultivated land is one of the most basic resources in agricultural production,and is an important engine to achieve economic growth in urban and rural areas. Changes in the quantity and quality of cultivated land directly affect the agricultural production and food security of the country. This paper,based on the result of the new urban land classification update of Urumqi City,carries on an analysis by using the Arc GIS software on the quality of the existing arable land resources. The paper mainly compares the changes and analyzes the spatial distribution in the national utilization and national economy of the arable land,forming the result of new urban area after the update of cultivated land quality in 2013. The analysis shows problems in quality degradation,unbalanced compensation and unreasonable land utilization. To solve these problems,this paper proposes to strengthen the protection of arable land,improve the overall quality of cultivated land,and plan reasonable agricultural land use.
