摘要
在对比分析湖北省通城县和山东省东平县两个农田水利设施产权制度改革和创新运行管护机制试点存在的问题及改革措施的基础上,总结成功经验,对推进农田水利设施产权制度改革和创新运行管护机制改革提出建立考核机制、健全管护机制、完善投资融资机制等思考,为之后相关工作提供借鉴。
Successful experiences are summarized based on comparison of pilot projects on reform of property right system of farmland waterworks and innovative approaches for dealing with problems with operation and maintenance （O＆M） in Tongcheng County of Hubei Province and Dongping County of Shandong Province. It is proposed to set up mechanism for performance evaluation and make improvement for O＆M of waterworks and investment and finance system, which will be helpful for further extension of their experiences in the future.
