Natural Resources Management Systemin Russia and Its Implications

俄罗斯的自然资源管理由自然资源与生态部、能源部、农业部、经济发展部、建设与住房公共事务部等5个联邦部级机构负责实施,各联邦部的职能分工和管理权限清晰明确。俄联邦自然资源与生态部是涉及资源类型最多、管理范围最广的联邦执行机关,在行政地位与管理职责方面类似于中华人民共和国国土资源部的地位。研究俄联邦自然资源与生态部的资源资产管理机制和资源与生态一体化管理机制,可以为我国的国土资源部管理体制改革提供借鉴,促进我国自然资源管理体制的深化和完善。

Natural resource management in Russia is comprised by the Ministry of Ecology and Natural Resources, Ministry of Energy,Ministry of Agriculture, Ministry of Economic Development, Construction and Housing Public Affairs and five other ministerialfederal agencies. The responsibility, functionsand management authority of all these Federal Ministry is clear. Federation Ministryof Natural Resources and Ecology inRussia is involved in the most resource types, the most widely used management of the federalexecutive bodies, in which it is similar to the status of People＇s Republic of China Ministry of Land Resources in executive positionswith management responsibilities. Through the analysis of resource and asset management mechanism and its integrated managementof resources and the ecological management system of Federation Ministry of Natural Resources and Ecology in Russia, we can getsome reference for China＇s land and resource management system, and promote the deepening and improvement of natural resourcemanagement system reform.
