英国地方政府的体育与休闲部门现阶段面临前所未有的困境。英国地方政府推出强制性投标措施后,不但未能有效地提高民众的体育参与度,以缓解日益严重的财政压力,反而导致特定弱势群体及老年群体丧失了更多参与体育的机会。目前英国中央彩券处正研拟一套计划,让财源短缺的地方政府能够借此筹措到资金,以缓解财政困境。如何增加收入、减少成本支出,以及设法与英国中央政府打好关系,是英国地方政府的当务之急。

At present,the sports and leisure department of British local government is confronted with unprecedented dilemma. Since British local government brought out compulsory bidding measures,it hasn’t effectively improved the public participation in sports so as to relieve increasingly serious financial pressure,but instead,it makes specific vulnerable groups and the elderly lose more opportunities to participate in sports. Currently,British Central Lottery Bureau is discussing and formulating a set of plans so as to help local governments lack of funds to raise money in this way,thus relieving their fiscal difficulties. How to increase income,reduce expenditure and manage to keep good relationship with British central government is the urgent affair that British local governments are faced with.
