In electricity and water charge management of apartment on Excel, data exchange and processing of electricity charge table,water charge table,the withholding table and notice table need times of 'copy'and 'paste', which had low efficiency and was easy to make mistakes. The paper talks about the methods and techniques for development and designing electricity and water charge management system on Excel to realize data automation exchange and procession and data automation analysis. With the methods and techniques development and design minitype database system easily according to requirement to improve efficiency of data processing.
