多维视角下的高科技园区交通问题剖析及初探

摘要 以张江高科技园区为研究样本,融合交通、规划、产业、人口多维视角,运用ARCGIS分析工具、对标分析、案例分析等定性定量方法,探析高科技园区交通顽疾的根本性症结,寻求可行解决路径。职住分离、配套分离的宏观规划缺憾,工业时代的路网结构,主观聚焦产业而客观远离产业的公交配置,交通管理的统筹性缺失,共同导致了高科技园区交通拥堵、不便、低效的局面,也愈来愈有悖于高科技园区的功能升级、产业升级、区域形态升级对便捷、弹性、人性化交通体系的需求。解决高科技园区的交通问题,需要在"公交优先、推拉结合""、无缝衔接、一体考虑""、建管结合、协同治理"的战略共识下,发挥宏观规划、公交配置、道路建设、道路管理、静态交通、慢行交通等多体系的协同作战、疏堵结合,才能有所收效。 This paper takes Zhangjiang High-tech Park as the research object with the blend of traffic, planning, industry, population as multidimensional perspectives, using qualitative and quantitative methods, such as ARCGIS, benchmarking analysis and case analysis, to explore the fundamental traffic problems in High-tech Park and to seek feasible solutions. The macro planning of home-work separation and supporting facility separation, the road network structure of the industrial age, the bus configuration of keeping away from the industry objectively against its original intention, and the overall lack of traffic management, lead to the traffic congestion, inconvenient and inefficient situations of High-tech Park which are firmly against its functional, industrial and regional morphology upgrading. To solve traffic problems effectively, we should use the strategies of ‘transit priority', ‘integrated consideration', ‘combining construction and management' as well as road construction, road management, static traffic, and non-motorized traffic.
