中国是一个自然灾害多发的国家,安全是土地利用和城市营建的前提。自古以来,人们利用自然条件,梳理改造自然环境,兴建水利设施,发展农业,建造城市。中国也是一个多山国家,许多城市都位于山前平原或山间盆地。山上种植林木涵养水土;山脚下作为山体与城市之间的缓冲地带,往往保留大面积滩涂湿地,兴建陂湖水库,保证城市饮水供应,并在雨季蓄水调洪。
As we all known, China has experienced multiple natural disasters so far. We must pay great attention to the safety issue in land use and urban construction. In the histor）; people always enhance the beauty and the quality of natural environment by utilizing their original natural conditions, such as the construction of water conservancy facilities, agriculture development and the construction of city, China is a mountainous country and many Chinese cities are located in the piedmont plain or mountain basin. The Chinese will plant trees on the mountain for better soil and water conservation.
