区域协同理念下山地城市空间统筹的规划应对——以福建省三明市为例

山地城市具有独特的地理特征,因此其空间拓展难免受到诸多方面的限制。伴随着城镇化进程的推进,一部分经济区位较好的山地城市形成了巨大的空间扩展动能,跨越自然地理与行政区的限制,在区域尺度上寻求协同发展成为其空间扩展策略之一。文章以福建省三明市为例,剖析其在自然地理的局限下开展区域空间协同发展的迫切性,并对"大三明"城市区域的构建措施进行了全面的梳理。文章指出,山地城市的空间协同发展不仅存在于战略架构层面,还存在于具体的一体化物质空间建设方面,这决定了山地城市的空间协同措施不仅要有宏观的顶层设计内容,还要有精细化的可操作性内容。

Mountainous city has unique geographical feature that restrict urban spatial expansion. In the process of urbanization some mountainous cities have accumulated spatial expansion energy beyond natural and administrative boundaries. Coordinate development at regional level is a major strategy of mountainous city expansion. The paper takes Sanming city as an example, analyzes the urgency of coordinate regional development, and reorganizes ＂big Sanming＂ regional structure. The paper indicates coordinate development lies not only in strategic structure, but also in integrate physical space development. This requires coordination measures include both top level design and detailed feasible content.
