对三明医改问题的认识与思考

Understanding and Thinking of Medical Reform of Sanming City

通过实地考察并对福建省三明市公开发布的相关文件进行研究,发现三明没有炒概念,而是针对虚高药价、医保能力薄弱、卫生行政部门对医院约束乏力等问题进行深入细致的改革,其改革的决心和很多改革措施值得我们学习。尽管还存在少量问题和困难,有些是需要更高层面去协调推进的,不可由此否定其有益的探索。以免一个好的医改探索模式消失在争论之中。

Based on investigation in the Sanming City in Fujian Provence and research in-depth on their public documents, we found that Sanming do not hype concepts, but they conducted intensive reform on those problems,which includes false price of drugs, weak ability of medical insurance, and the Health Administrative Departments lacking binding on the public hospitals. The resolute reform determination and lots of reform measures from Sanming deserves us to learn and to generalize. Although there are some defects and difficulty in their reform,we could not deny their worthy practice,because some reform＇s problem in the pilot area need the senior authority even the control level authority to reform. We must avoid that a good medical reform exploration would be disappear when we just argue their defects.
