航空医疗救援体系是航空应急救援体系的基本组成部分,而航空应急救援体系是国家应急救援体系的重要组成部分。伴随着我国综合国力的不断增强和低空空域的渐进开放,在构建和完善应急救援体系的进程中,开展航空医疗救援工作被越来越多的省(自治区、直辖市)或部门提上议事日程。如何规划建设与科学构建航空医疗救援体系却是一个相当复杂的重大问题,做好顶层设计必须要有战略思维。
