韩国社会保险缴费减免政策及对中国的启示

韩国社会保险缴费减免政策包括国民年金、雇佣保险及国民健康保险缴费减免政策。其特点反映在发展趋势、减免补偿的目的和方式等方面。由于韩国和中国在文化、历史、经济发展起点等方面存在诸多相似之处,因此,韩国社会保险缴费减免政策对中国社会保障制度的发展和完善具有启示意义。中国应循序渐进地着手制定包括农民工、矿工等在内的社会低收入群体的社会保险缴费减免政策,并在《中华人民共和国社会保险法》中增设有关社会保险减免和补助条款。

South Korea＇ s social insurance payment relief policies include the national pension paymentrelief policy,employment insurance payment relief policy and national health insurance payment reliefpolicy.The characteristic of insurance payment relief policies is reflected in the purpose of the development trend,relief compensation and the method and so on.As there are many similarities in such aspects as culture,history,economic development starting point between China and South Korea,therefore,South Korea＇ s social insurance payment relief policies will have revelation significance on the development and improvement of China＇s social security system.The author suggests that China should establish social insurance payment relief policies step by step,which include low-income groups such as rural migrant workers,miners and so on,and the items of social insurance payment relief and subsidies should be added in the Social Insurance Law of People＇ s Republic of China.
