摘要
目的研究军队医院对人力资源管理部门职责定位情况。方法统计40家军队医院人力资源管理部门的职责内容,分析军队医院人力资源管理部门各个职能的重要程度,以及和地方医院人力资源部门职责的区别联系。结果军队医院人力资源管理部门职责定位在内部定岗定编、人才选拔和引进、聘用人员职业生涯管理、绩效管理、劳动关系管理、档案管理、考勤休假管理、人员信息管理、内部调动管理、工会职能和社保管理职能等方面,多于地方医院的职能。结论科学设计薪酬体系、合理安排绩效考核、妥善处理劳动关系、详细分析岗位编制在军队三级医院人力资源管理中占有重要的地位。
Objective To discuss the responsibility of the human resource management departments in military hospitals. Methods Analyze the human resource responsibility in 40 military hospitals,and try to find the differences and the similarities of it between military hospitals and civil hospitals. Results In the aspects of fixing work posts and defining personnel quota,selecting and introducing talents,career management,performance management,labor relationship management,file management,attendance management,personnel information management,position transfer management,labor unions and social insurance management,the human recourse management departments of military hospitals shoulder more responsibilities than that of civil hospitals. Conclusion Currently,it occupies an important position in the management of human resources in military tertiary hospitals to design a scientific salary system,arrange reasonable performance appraisal,handle properly the labor relationships and analyze elaborately the posts fixation and personnel quota.
