摘要
整体性治理理论倡导对政府治理功能、层级、公私部门关系及信息系统等碎片化问题进行协调与整合,构建无缝隙且非分离的整体型服务政府治理新模式。本文基于整体性治理理论,对地方政府环境保护治理中的碎片化问题进行分析,提出了地方政府环境管理工作构建完善的策略。
Holistic governance advocates a coordination and integration between function,hierarchy,information and public-private relationship of government management, aims to establish governance without seamlessness. Based on holistic governance theory,proposals and strategies are put forward to solve problems caused by fragmentation in local environmental management.
