2012─2014年乌鲁木齐市医疗机构传染病报告质量现况分析

Situation analysis of report quality of diseases in medical institutions in Urumqi, 2012—2014

目的了解2012─2014年新疆乌鲁木齐市传染病网络报告质量现状,为提高传染病报告质量和管理水平提供科学依据。方法通过问卷调查及《2012年新疆法定传染病报告质量调查方案》抽查乌鲁木齐市各类医疗机构,综合分析和评价其传染病的报告质量。结果 2012─2014年共调查35家医疗机构,共报告传染病19种3 036例,漏报率分别为2.88%、3.55%和3.80%,平均漏报率3.43%,不同年份漏报率差异无统计学意义(c2=1.37,P>0.05);乙类、丙类和其他重点监测传染病漏报率分别为1.94%、4.92%和8.70%,丙类(c2=20.22)和其他法定传染病(c2=24.34)漏报率均高于乙类(P<0.05),丙类和其他法定传染病比较无差异(c2=3.52,P>0.05);县(市)级医疗机构传染病漏报率最高5.56%,其次为乡(镇)级(3.16%)和省级医疗机构(2.27%);核对传染病报告卡3 036张,及时报告率86.41%,报告卡完整率94.73%、准确率87.78%,纸质报告卡与网络报卡一致率91.27%。结论乌鲁木齐市各类医疗机构传染病报告质量较好,但报告及时率和准确率有待提高,应继续加强医疗机构传染病报告管理意识,建立健全报告管理制度,确保传染病的报告质量。

Objective To understand the status of network report quality of the legal infectious diseases in Urumqi from2012 to 2014, to provide basis for making policy of improving report quality of infectious diseases and management level.Methods According to Research Scheme of Report Quality of Xinjiang Legal Infectious Disease in 2012, the questionnaire survey was conducted in Urumqi medical institutions by spot check, to comprehensively analyze and evaluate report quality of infectious disease. Results Totally 35 medical institutions were investigated continuously from 2012 to 2014, with 3 036 cases of 19 infectious diseases reported, rate of missing report of 2.88%, 3.55% and 3.80% of the three years, respectively, on average of 3.43%. There were no statistical differences in the rate of missing report among the three years（x2=1.37, P〉0.05）.The rate of missing report of B, C and other infectious diseases were 1.94%, 4.92% and 8.70%, respectively. The rate of missing report was higher（P〈0.05） of category C（x2=20.22） and other infectious diseases（x2=24.34） than that of category B,without statistical differences between category C and other infectious diseases（x2=3.52,P〉0.05）. It was the highest of5.56% by institutions of county（city）-level, then 3.16% by institutions of town-level and 2.27% of provincial level. There were 3 036 cards verified, with timely report rate of 86.41%, complete rate of report cards of 94.73%, accurate rate of report cards of 87.78%, and consistent rate between paper report cards and network cards of 91.27%. Conclusions The report quality is good in Urumqi medical institutions, but the rate of timely report and accurate rate are still to be improved. Therefore, management consciousness of infectious disease report should be reinforced in the medical institutions, and the comprehensive measures should be taken to improve the report quality of infectious diseases further.
