信息技术对我国城乡二元社会结构体制的影响研究——基于人力资本的视角

Research on the Impact of Information Technology on the Dualistic Social Structure System of Urban and Rural Areas in China——Based on the Perspective of Human Capital

农村的人才缺失已经成为制约我国农村发展的重要因素,而长期固化的城乡二元社会结构体制不能给农村提供持续的人力资源保障。现代信息技术的广泛应用给城乡的经济、社会产生巨大影响。从人力资本形成的方式出发,探讨信息技术对我国城乡二元社会结构体制带来的影响。研究表明:信息技术对农村的正规教育、医疗保健、技术人员培训以及农村人口的迁移等创造了有利条件,从多个层面保障农村人力资本的形成,为破除城乡二元社会结构体制必备的人力资源条件提供了技术支持。因此,我们必须进一步发挥信息技术的能动性,改革现有城乡二元社会结构体制,保护农民生存的基本权利,保障农村持续发展的人力需求,从根本上解决城乡发展失衡问题。

The lack of talent in rural areas has become an important factor restricting the development of rural areas in China,while the long-term curing system of urban and rural dualistic social structure can not provide continuous protection of human resources in rural areas. However, the wide application of modern information technologies have an enormous impact on the urban and rural economy and society. The article explores the impact of information technology on China's urban and rural dualistic social structure systemfrom the perspective of human capital formation.Then the research shows that the information technology has created favorable conditions for the rural formal education, such as health care, technical personnel training and the migrationpopulationof the rural, all of the above favor the rural human capital formation in many levels, which provide the technical support to get rid of the urban and rural dualistic social structure system necessary to human resource conditions. Therefore, we must further develop the initiative of information technology, reform the existing system of urban and rural social structure, protect the fundamental rights of farmers to survive and guarantee the human capital needs of rural sustainable development, fundamentally solve the problem of unbalanced development between urban and rural areas.
