云南省高效水土保持植物开发与利用

Development and utilization of efficient soil and water conservation plant in Yunnan Province

云南省山区面积占全省国土总面积的94%,是我国生物多样性最为丰富的地区之一,随着人类活动的加剧,加上粗放的生产方式,土地无序开发,造成土地退化及严重的水土流失,全省73个国家扶贫开发重点县中82%属于严重水土流失县。为了充分发挥当地植物资源优势,应由政府统一规划,选择适宜、经济价值高的树种,形成规模种植,并推行"政府+企业+农户"的项目建设运行机制,结合水土保持重点工程,充分发挥高效水土保持植物保持水土、改善环境的特点,达到帮助山区农民脱贫致富的双赢目的。

Mountainous area accounts for 94% of total national land area in Yunnan Province. It is one of the regions with the richest biodiversity in China. Land degradation and serious soil erosion are caused with the intensification of human activities combined with extensive mode of production and disorderly land development. 82% of 73 national key poverty alleviation development counties belong to counties with serious soil and water loss. Government should plan uniformly and select suitable trees with high economic values to form large-scale planting in order to fully exert advantages of local plant resources. Project construction operation mechanism of ‘government + enterprise + farmer'is promoted. Soil and water conservation key projects are combined for fully exerting the features of efficient soil and water conservation plants in preserving soil and water,and improving environment,thereby reaching the win-win purpose of assisting farmers in mountainous areas to go out of poverty and get rich.
