辽宁省水资源监控能力建设必要性与可行性研究

Research on necessity and feasibility of water resources monitoring ability construction in Liaoning

辽宁省经济的迅速发展对水资源管理和开发应用提出了更高要求。针对省内水资源管理水平低,监控能力建设欠缺,相关体制、机制以及法律不健全等情况,亟须水质监测、用水量监控、管理制度落实等项目建设进行深入研究,为强化监督考核机制提供重要保障。本文对水资源监控能力基础和现状以及水资源监控能力建设的必要性与可行性进行分析,得出了加强水资源监控能力建设是当今水资源开发管理的必然趋势,势在必行。

Higher requirements are proposed on water resources management and development by rapid economic development in Liaoning Province. In-depth study on water quality monitoring,water consumption monitoring,management system implementation and construction of other projects should be strengthened aiming at low water resources management level in the province,insufficient monitoring ability construction,imperfect related system,mechanism and law,etc.,so that important guarantee can be provided for strengthening supervision and examination mechanism. In the paper,necessity and feasibility of water resources monitoring ability foundation and water resources monitoring ability construction are analyzed. It is concluded that reinforcement of water resources monitoring ability construction is necessary and imperative trend for current water resources development and management.
