关于滨州市实施节水型社会建设缓解水危机的探讨 被引量:1

摘要 滨州市南依山,北濒海,境域大部为退海之地,当地水资源量6.88亿m3,可引黄河水量7.7亿m3,全市可利用水资源量共14.58亿m3,目前实际开发利用量达15.25亿m3,水危机严重制约着经济社会发展。笔者在分析了当地水资源承载力、经济社会用水状况和开发利用存在问题的基础上,提出了构建用水总量控制体系、用水定额控制体系,严格取水许可管理,建设节水型社会以缓解水危机的建议。 Binzhou is close to mountain in the south,and sea in the north. Most area belongs to marine regression land.Local water resources quantity is 688 million m3,and diversion water quantity from the Yellow River is 770 million m3.Available water resources quantity is a total of 1. 458 billion m3 in the whole city. Currently,actual development and utilization quantity is up to 1. 525 billion m3. Water crisis seriously restricts economic and social development. The author analyzes local water resources carrying capacity,economic and social water consumption conditions as well as problems in development and utilization. On that basis,suggestions of total water consumption quantity control system and water consumption quota control system establisment,strictly water permit management,and constructing water-saving society to alleviate water crisis are proposed.
