"水十条"出炉后,铁腕治污将进入新常态。针对我国现行河流纳污能力使用权管理政策中存在的一些弊端,提出管理要同时发挥政府和市场杠杆的双重调节机制,将排污权作为一种商品进行买卖,使污染的外部性内部化。因此,建立科学的排污权管理理论,已成为我国治污工作面临的一个迫在眉睫的课题。

After‘ten water articles' are released,forcible pollution control enters a new normal state. Double regulation mechanisms of government and market lever should be exerted synchronously in management aiming at some defects in China existing river pollution carrying capacity use right management policy. Pollution discharge right is sold as a commodity,and thereby external pollution can be internalized. Therefore,establishment of scientific pollution discharge right management theory has become an urgent issue for pollution control work in China.
