关中地区水系存在问题的治理措施初探

On governance measures of the problems in Guanzhong region water system

关中地区是陕西省经济发展的核心地带,但面临着水资源短缺且时空分布不均、水污染严重等问题。根据"山水林田湖为一个生命共同体"等新时期治水思想,结合关中天然水系特点及现状存在的问题,在已成水利设施现状的基础上,通过合理布局湿地、蓄滞洪区等柔性治水措施,完善关中地区水系格局,推进区域水生态文明建设,实现人水和谐。本文对此加以阐述。

Guanzhong region is the core belt of economic development in Shaanxi Province. However,the region suffers from problems of water resources shortage,uneven distribution of time and space,severe water pollution,etc. The characteristics of Guanzhong natural water system and problems in present situation are combined according to‘mountain,water,forest,field and lake form one community of life'and other water-control ideas in new period. Water system pattern in Guanzhong region is perfected,regional water ecological civilization construction is promoted,and human-water harmony is realized on the basis of present situation of built water conservancy facilities through rationally arranging wetland,flood storage and detention areas,as well as other flexible water conservancy measures,which are expounded in the paper.
