我国社会救助制度下城乡最低生活保障标准设立再思考

Rethinking the Establishment of Urban and Rural Minimum Living Allowance Standards in China's Social Assistance System

近年来,各地区城乡最低生活保障标准不断提高,但地区性差异显著,供给与需求之间存在明显差距。本文通过对设立最低生活保障标准需考量要素的重新审视,提出对最低生活保障标准适用人群进行分层化对待以及对需求测定形成体系化调查、跟踪的对策建议,旨在完善居民最低生活保障制度,促进社会救助的实现。

Recently,the urban and rural minimum living allowance standards of the region has been on the increase,yet regional differences are great and the gap between supply and demand is large.By re-examining the key factors in the establishment of the minimum living standard,this paper suggests that the minimum living standard be set in line with the stratification of the social group,a tracking system of the measurement of demand be formed so as to improve the minimum living allowance system and to carry out social assistance.
