摘要
我国中小城市区域教育规划编制工作存在条件因素不确定、多元主体利益冲突、教育改革取向有"落差"等问题。为此,本文分析了规划编制的三个辩证特点:现实性与前瞻性、局部性与整体性、客观性与主观性。同时提出规划编制对策:基于Cynefin复杂理论分析和判断规划编制、问题解决的工作情境,借鉴"有限理性"模式设计和实施规划编制的工作流程,从复杂性领导理论视角出发把握情感参与、系统思考、多元沟通的编制工作要点。
At the work of formulating regional education planning of small-medium cities in China, there are some problems, for example, conditions and factors are uncertain, multiple subjects' interests conflict, and there is a gap betweenapproaches of educational reform. Hereto, three dialectical characteristics of a planning are analyzed in this article: reality and prospective,locality and wholeness, objectivity and subjectivity. On this basis, the strategies of formulating educational planning are proposed to analyzeand judge the working context of formulating educational planning and problem- solving based on theCynefin complex theory, to design and implement the working steps followed the mode of bounded rationality, and to grasp the keys of formulating work, such as affective engagement, systematic thinking and multiple communication, then strive to make an educational planning ofhigh quality.
