创新创业教育何以成为国家行动——基于多源流理论的政策议程研究

How Innovation and Entrepreneurship Education Become a National Action Polic:Research Based on the Theory of Multiple Streams

基于多源流理论,本文尝试对创新创业教育何以成为国家行动进行政策解释。研究发现,高等教育规模扩张带来的就业压力和僵化的人才培养体系形成了创新创业教育政策的问题源流;高校的实践探索、专家学者的政策建议、地方政府的政策支持,构成了创新创业教育政策的政策源流;政治领袖的个人意志、执政党的意识形态等形成了创新创业教育政策的政治源流。"经济新常态"与大众创业、万众创新,加速了三大源流汇合,开启了创新创业教育的政策之窗。研究还发现,中国教育政策的议程设置呈现多种模式结合、多重利益主体共同作用的特征。

Based on the theory of Multiple Streams, it attempts to explain why the innovation and entrepreneurship education has become a national action. It is found that the employment pressure caused by the scale expansion of higher education and the rigid personnel training system is the origin of innovation and entrepreneurship education policy; practice of universities, the policies, suggestions of scholars and local government policy support constitute the origin of the policy of innovation and Entrepreneurship education policy; political leader＇s personal will and ruling party ideology was the political origins of innovation and entrepreneurship education policy. The ＂new normal＂, public entrepreneurship and innovation, accelerate the convergence of the three origins, opening the ＂Policy Window＂of innovation and entrepreneurship education. The policy of innovation and entrepreneurship education shows the characteristics of the combination of ＂top down＂ and ＂bottom up＂. It is also found that Chinese education policy agenda-setting shows the characteristics of multi-mode combination and multi-stakeholder interaction.
