摘要
导致低碳住宅项目效率低下的主要原因有:前期重建设而后期轻管理,融资模式单调,政府资金短缺,激励机制匮乏,项目管理欠全面,项目评价不完善。当务之急是要有效地解决政府资金短缺和项目效率低下等问题,低碳住宅项目的公私合作模式为此提供了一种有效的解决途径。从价值链和利益相关方的角度出发,构建出低碳住宅PPP项目的政策、资金、服务和产品及技术知识的价值链,分析低碳住宅PPP项目价值实现和增值的过程,并提出确保项目价值增值的若干建议。
The traditional Low Carbon Housing projects emphasized construction to maintenance,simplified financing mode,and were short of government funds. They also lack of incentive mechanisms,and project management was un-complete,and project evaluation was not perfect,all of these led to relatively low efficiency. How to effectively solve the problem of government funding shortages and inefficient project had become a matter of urgency,so the model of public-private partnership Low Carbon Housing projects came into being. Based on the stakeholder theory and the value chain theory,four value chains that public-private partnership model in Low Carbon Housing projects:The funds value chain,the policies value chain,the products and the services value chain and the technology-knowledge value chain were constructed. And the process of realizing and adding the value with the public-private partnership model in the Low Carbon Housing projects was analyzed,and several suggestions to ensure the value of projects were put forward.
