转型期高等教育投入个人占比的演进及其合理性分析

On the Evolution of Higher Education Personal Investment Proportion in China Transition and Its Rationality

梳理1992-2013年我国高等教育投入数据可发现:2005年以前,受经济社会转型驱动,国家投入占比下降,个人投入占比上升;但期间学费上涨过快有碍教育公平,个人投入占比的历史合理性与价值合理性出现背离。2005年以后,社会和谐上升为国家战略,政府财力进一步增强,带动国家投入占比回升,个人投入占比回落,个人投入占比的历史合理性与价值合理性也渐趋统一。今后我国应继续保障国家投入力度,稳定个人投入的总体占比水平,鼓励加大社会投入力度,实现高等教育投入结构的历史合理性与价值合理性的耦合。

Analyzing the higher education investment data in 1992--2013, it showed that the govornment investment proportion dropped, while the personal investment proportion rised before the year 2005, due to the economic-social transition; but rising tuition affected education equality, which caused deviation between the historical rationality of personal investment proportion and the value rationality. After the year 2005, social harmony became the national strategy, and public finance strenthened, which caused the govornment invest- ment proportion rised and the personal investment proportion dropped. As the result, the historical rationality of personal investment proportion and the value rationality tended to be unified. In the future, it should safeguard the government investment, stablize personal investment proportion, encourage social investment, realize the uniform of historical rationality and value rationality.
