In the practical operation of the new funding system of graduate students,the conflict between the rights of management and the privacy rights of poor students has become prominent day by day. This paper is to figure out the new funding system,to definite this special legal phenomenon of the privacy rights of poor graduate students,to clarify the specific performance and causes of the conflict between the right to privacy of poor students and the rights to know of the colleges. Protecting the legitimate rights and interests of the poor graduate students can be done from several aspects,such as cultivating the protection of the rights of the graduate students,accelerating the rhythm of the legislation,straightening the management system of the school and increasing the humanistic care for the poor students,so as to promote the constructive development of China＇s graduate education further.
