基于农户与政府视角的林业生态工程满意度评价——以京冀生态水源保护林为例

Satisfaction Evaluation for Forestry Ecological Engineering Based on the Perspective of Farmers and Government——A Case Study of Ecological Water Conservation Forests Construction Projects in Beijing and Hebei province

本文根据京冀生态水源保护林建设项目中的农户和当地林业主管部门的调查数据,从农户和政府的视角研究项目实施后农户和政府的满意情况,通过16项具体满意度评价指标及项目总体满意度评价,采用描述性统计、方差分析、多重比较和相关系数等方法,分析了农户和政府满意度均值的差异程度以及总体满意度评价的分布情况,并对农户和政府内部的指标满意度进行两两比较,在分析具体指标与项目总体满意度相关性的基础上,通过象限图对项目各项指标的满意度与重要性进行分析。基于上述分析结论,对实现京冀生态水源保护林后续建设工程的政策目标提出合理建议。

According to the survey data about the farmers and local forestry authorities of ecological water conservation forests construction projects in Beijing and Hebei province. This paper adopts methods of descriptive statistics, analysis of variance, correlation coefficient and multiple comparison to analysis the farmers and the government＇s satisfaction with the situation by 16 specific satisfaction and overall project evaluation satisfaction rating after the implementation of projects from the perspective of farmers and government research. This paper analyzes the average value degree of difference between farmers and government and distribution of overall satisfaction evaluation, then compares the internal satisfaction index of farmers and government, finally, analyzes the satisfaction and importance of indicators by the quadrant on the base of the relevance of specific indicators and overall satisfaction. Based on the above analysis, this paper puts forward reasonable proposals to achieve policy objectives of subsequent construction in the ecological water conservation forests construction projects in Beijing and Hebei province.
