摘要
高职院校元治理模式是指对高职院校、社会与政府等高职院校治理主体的治理形式、机制进行宏观安排,达到治理机制的优化配置。元治理模式可以通过强化高职院校、社会与政府间的责任和能力属性,避免高职院校、社会以及政府间治理方式的相互倾轧,实现三者间有效结合;同时,即使面对高职院校元治理失灵的困境,也可在认识上分清治理得失并进行反身性定位与定期重新评估,在实践上通过承认治理方式的多样性来规避治理失灵风险,并在可控的范围内建成普遍的价值观。提升高职院校治理能力的元治理策略有:推动高职院校发展与经济社会发展"共振"、探索推进社会办学主体作用、强化政府统筹发展高职教育的法制责任等。
The meta-governance of higher vocational colleges refers to optimize the governance form and mechanism among governance bodies of the colleges, society and government, which aims to realize the allocation of management mechanism. In this mode, through strengthening the ability and responsibility among higher vocational colleges, society and government, it can avoid mutual strife and achieve effective integration among colleges, community and governance; even in the face of high dilemma of the failure of meta-governance, it can distinguish gains and losses, and reflexive positioning and periodically re-evaluate through the understanding of governance, avoid the risk of failure of governance through recognition of the diversity of governance in practice, and build universal value within a controllable range. The strategies of improving meta-governance abilities of higher vocational colleges include: promote the "resonance" between the development of higher vocational colleges and economic and social development, exert the main school-running role of social bodies, and strengthen the government's legal responsibility to co-ordinate the development of vocational education.
